辽宁省农村信用社互联网金融发展战略研究

辽宁农信创始于1951年,目前辖内共有61家法人机构,是省内资金实力最 强、营业网点最多、服务覆盖面最广的地方性金融机构。辽宁农信于2013年组 建电子银行部,6年时间构建了电子金融管理制度体系、电子金融风险防控体系 和电子金融业务体系,其中电子金融业务体系以“电子银行、银行卡、自助渠道、 收单业务、网络支付、电子商城和客户中心”等为主体,使得辽宁农信的电子金 融业务由一张白纸变成了如今的多彩画卷。截至2019年,辽宁农信拓展电子银 行客户逾500万,发行银行卡2500万张,发展收单客户近60万,渠道替代率超 过72%,年节省运营成本超过十亿元。但是辽宁农信的互联网金融起步较晚,发 展滞后,目前存在金融产品和服务创新能力弱、电子银行考核体系不完善、大数 据分析和应用不足、科技力量薄弱等问题。 通过对辽宁农信的外部环境分析得知,在政治环境上,国家高度重视“三农” 发展,已经开始实施乡村振兴战略,推进金融体制深化改革,增强金融服务实体 经济能力,鼓励金融机构应用互联网和大数据等技术手段实现创新发展,实现技 术赋能金融服务;经济环境上,辽宁省经济处于平稳健康发展阶段,全力打造最 优营商环境,促进小微企业和民营经济发展,农民人均收入逐年增加;社会环境 上,随着农业现代化的发展,人口红利向人才红利转变,新兴消费主力获取银行 产品和服务的方式向数字方式转变;技术环境上,金融科技是现代化银行拓展业 务种类,优化服务,增强核心竞争力的重要因素,很多应用技术的发展已经成熟, 能基本满足主要客户群体的需求。通过内部环境分析得知,辽宁农信的物理网点 资源非常丰富,同时有着牌照、政企关系、商誉、企业文化、企业精神等无形资 源;辽宁农信的产品研发能力和市场拓展能力依然较弱,但是运营管理能力和风 险防控能力在不断提升。通过对辽宁农信发展互联网金融进行SWOT分析,明 确了辽宁农信的优势、劣势,面临的机遇和威胁,最终确定辽宁农信要发挥自身 优势,抓住外部机遇,选择SO战略发展互联网金融。 结合行业实际情况和辽宁农信发展互联网金融面临的外部机会和威胁,以绩 效为导向,以客户为中心,以实干者为本,为辽宁农信互联网金融发展战略制定 了三大战略目标:增强自身金融科技力量;实现科技赋能金融服务;优化金融服 务平台建设。从五大方面进行方案落地,通过将辽宁农信打造成现代化的银行控 股集团,建立产权明晰、科学规范的现代农村金融组织,完善法人治理结构;通 过打造首席科技专家团队,打造科技人才培训体系,建立合理的考核机制,加强 与互联网企业的合作,优化系统项目建设来增强科技力量建设;通过创新中小企 业金融产品,发展现代化农业金融产品,打造农户特色金融产品,应用金融科技 为金融服务平台赋能,提高辽宁农信金融服务平台的服务渗透度,从而加强金融 服务平台建设;通过优化业务服务流程,建设多功能营业网点,持续打通金融服 务“最后一公里=打造智能五星网点,优化物理网点布局;通过加强内部、外部 风险控制,降低产品风险,严控声誉风险,注重数据风险管理,建立健全风控制 度。通过完善辽宁农信金融科技应用的顶层设计;信息完备化,强化系统结构化 分析能力,强化系统设计匹配化服务的能力,实现信息多源集成;打造复合型的 专业团队;培育全面风险管理文化四个方面来为辽宁农信互联网金融发展战略实 施提供保障措施。总体上依托辽宁农信的平台和网点优势,抓住宝贵的发展机遇, 创新辽宁农信互联网金融发展的模式和经营模式。专注服务“三农”,服务实体 经济,助力小微企业发展,力争实现弯道超车。 关键词:互联网金融,辽宁农信,发展战略

Abstract

Research on Internet Finance Development Strategy of

Liaoning Rural Credit Cooperatives

Liaoning Rural Credit was founded in 1951 and currently has 61 legal entities in its jurisdiction. It is the local financial institution with the strongest capital strength, the most business outlets and the most extensive service coverage in the province. Liaoning Nongxin established the e-banking department in 2013, and built an e-finance management system, an e-finance risk control system and an e-finance business system in six years. Among them, the e-finance business system includes aae-banking, bank cards, self-service channels, nAcquisition business, online payment, electronic mall and customer center", etc., have made Liaoning Rural Credits e-finance business from a blank piece of paper into today's colorful scroll. As of 2019, Liaoning Nongxin expanded its e-banking customers by more than 5 million, issued 25 million bank cards, and developed nearly 600,000 acquiring customers. The channel replacement rate exceeded 72%, and the annual operating cost savings exceeded one billion yuan. However, Liaoning Rural Credit's Internet finance started late, and its development lags behind. At present, there are problems such as weak financial product and service innovation capabilities, incomplete e-banking assessment system, insufficient big data analysis and application, and weak scientific and technological strength.

Through internal environment analysis, it is learned that Liaoning Rural Credit 5s physical network resources are very rich, and it also has intangible resources such as licenses, government-enterprise relations, goodwill, corporate culture, and corporate spirit; Liaoning Rural Credit 5s product research and development capabilities and market expansion capabilities are still relatively low. Weak, but the operational management ability and risk prevention and control ability are constantly improving. Through SWOT analysis of Liaoning Rural Credit Development Internet Finance, the advantages, disadvantages, opportunities and threats faced by Liaoning Rural Credit Development were clearly determined, and finally Liaoning Rural Credit Development should play its own advantages, seize external opportunities and choose SO strategy to develop Internet finance.
