广东清源水业有限公司发展战略研究

广东清源水业有限公司成立于2012年5月,作为清远市市属一级全资国有 企业,在市政府和市国资委的指导下,以高度的责任感承担起市内二十多项的民 生工程项目的投资建设,初步完成了市里交办的黑臭水体治理任务,建设成了市 区最大的自来水厂一一江南水厂,保障了市区用水需求。同时,经过近八年的发 展,广东清源水业有限公司的资产从1亿元提高到28. 5亿元,收入从0到去年 的2.4亿元,公司不断发展壮大,业务范围不断拓展,成功从融资平台的角色转 变成实体企业,成为市国资系统内表现较为出色的一员。但是,在发展过程中, 公司也存在着不少的问题,其中表现比较突出的是其主营业务收入较为单一,过 于依赖河砂生产经营业务,河砂公司的收入占了公司总收入80%以上,其他业务 表现并不突出,且暂时在市场上并无太大竞争力。即使是具有天然垄断属性的自 来水业务,也由于市里多年前自来水私有化而尚未发挥其利润增长点的作用。河 砂业务受政府政策影响很大,若政府政策有变,该业务收入将大受影响,若公司 无其他可靠的收入来源,则公司极有可能收入无法支撑支出,将无法存续下去。 因此,本文将探讨广东清源水业有限公司在面对上述情况时,如何结合现有政策 及市场情况制定发展战略,实现企业的可持续发展。

本文首先从国有企业改革以及生态文明建设的大方针政策出发,结合清远市 国有企业改革的初步方案及广东清源水业有限公司的发展概况,说明了本文的研 究背景以及有何研究意义。接下来,本文基于战略管理的相关理论,阐述了研究 方法及内容,具体介绍公司的发展过程和现状,说明了公司各组成部分及简要情 况,论述了企业在国企改革背景下的发展需求。其次,本文阐述了广东清源水业 有限公司发展所面临的问题,并从公司自身查摆问题,分析问题成因。接着,本 文分析了企业所面临的的外部宏观环境、外部产业环境和内部环境,并采用SWOT 分析对上述内容的优缺点进行分析,认为公司所面临的情况是:机会大于威胁, 优势优于劣势。

因此,本文结合SWOT分析结果明确了广东清源水业有限公司发展战略是目 标什么,并提出了以多元化战略为主,技术创新和可持续发展战略为辅的战略选 择,并因应战略选择制定了实施方案。最后,根据战略实施方案,提出了积极争 取政府支持,兼顾长远与短期发展需求,打好公司发展目标的资金及人才保障等 基础。

因此,广东清源水业有限公司面对国企改革和生态文明建设要求,应该根据 环境变化及自身实际情况,制定适合企业发展的战略,充分利用一切资源,实现 企业的可持续发展。

Abstract

Research on the Development Strategy of

Guangdong Qingyuan Water Industry Company

Guangdong Qingyuan Water Industry Co., Ltd. was established in May 2012. As a first-class wholly state-owned enterprise in Qingyuan City.Under the guidance of the Qingyuan government and the State-owned Assets Supervision and Administration Commission, it has undertaken more than 20 municipalities with a high sense of responsibility. The investment and construction of the people's livelihood project has initially completed the task of treating the black and odorous waters assigned by the government, and has finished the largest waterworks in Qingyuan city-Jiangnan Waterworks, which guaranteed water demand of Qingyuan city. At the same time, with the development of the past 8 years, the assets of Guangdong Qingyuan Water Industry Co., Ltd. has increased from 100 million yuan to 2.85 billion yuan, and the income from 0 to 240 million yuan last year. The company continues to grow and expand its business scope. The role of the financing platform has been transformed into a physical enterprise and has become a better performer in the state-owned assets system. However, in the development process, the company also has many problems. Its main Source of income is not various and too dependent on resource business. The revenue of River sand Company accounts for more than 80% of the company's total revenue. Other businesses are not too good and not very competitive in the market temporarily. Even the waterworks company and water factory which have the characteristics of monopoly naturally have not yet played their role as a point of profit growth due to the privatization of water supply in the city many years ago. River sand business is greatly affected by government policies. If government policy changes and the business income will be greatly affected. If the company has no other reliable source of income, it is highly likely that the company's income will not support expenditure, then the company may not survive. Therefore, this article will discuss how Guangdong Qingyuan Water Industry Co., Ltd., to achieve sustainable development of enterprises under the above situation, to formulate development strategies combined with existing policies and market situation.

First of all, this paper explains the background and significance of this study, based on the general principles and policies of state-owned enterprise reform and ecological civilization construction, combined with the preliminary plan of Qingyuan state-owned enterprise reform and the general situation of the development of Guangdong Qingyuan Water Industry Co., Ltd. Next, based on the relevant theories of strategic management, this paper expounds the research methods and contents, specifically introduces the development process and current situation of the company, explains the components and brief situation of the company, and discusses the development needs of the enterprise in the context of the reform of state-owned

enterprises. Secondly, this paper expounds the problems faced by the development of Guangdong Qingyuan Water Industry Co., Ltd., and analyzes the causes of the problems from the perspective of the company itself Then, this paper analyzes the external macro environment, external industrial environment and internal environment faced by the enterprise, and uses SWOT analysis to analyze the advantages and disadvantages of the above content, and believes that the situation faced by the company is: opportunities are greater than threats, advantages are better than disadvantages.

Therefore, based on the results of SWOT analysis, this paper makes clear what the development strategy of Guangdong Qingyuan Water Industry Co*, Ltd. is aimed at, and puts forward the strategic choice with diversification strategy as the main strategy, technology innovation and sustainable development strategy as the auxiliary, and formulates the implementation plan in response to the strategic choice. Finally, according to the strategic implementation plan, it proposes to actively strive for government support, take into account the long-term and short-term development needs, and lay a solid foundation for the company's development goals, such as capital and talent security.

Therefore, in the face of the requirements of state-owned enterprise reform and ecological civilization construction, Guangdong Qingyuan Water Industry Co., Ltd. should formulate a strategy suitable for the development of the enterprise, make full use of all resources, and realize the sustainable development of the enterprise.
